El Salvador fugitive on Philadelphia Ice Accused of Rape a Child Home

An El Salvadorian man was wanted for sexual offences involving minors in his home country and was detained in Philadelphia by U.S. immigration and customs enforcement.
On January 31, Ice deleted Francisco Javier Melendez Torres, a law enforcement officer in El Salvador, who was wanted for serious rape of minors and sexual harassment.
Brian McShane said: “Francisco Javier Melendez Torres is a dangerous criminal alien because he was in El Salvador ) A dangerous criminal wanted to aggravate rape, highlighting the dangers of dangers like him to our community.”
McShane said the ice is “committed to ensuring that dangerous people in the United States or threaten American citizens have not found a safe port.”

Melendez Torres was first arrested by the U.S. Border Patrol on February 5, 1986 near Rio Grande, Texas. According to the Philadelphia ICE, he was ordered to express excellent reasons and hearing notices, and the charges were unacceptable. He was released on the same day in the order of recognition.
On November 17, 1986, he was granted a voluntary departure by an immigration judge in Haringen, Texas, and was asked to return to El Salvador by December 29, 1986.
He was deported after failing to leave by that date.

At some point, Melendez Torres was convicted of driving on September 12, 1994, in Hempstead, New York. The court sentenced five days to prison.
He left the United States again on an unknown date and returned without inspection or parole.
He was again convicted in Hampstead, New York, and sentenced to disorderly conduct on April 30, 2014 and sentenced to time sentence.
In a “targeted law enforcement action”, Bing arrested him on October 25, 2024 in Leviton, New York, and provided him with notice and allegations that it is not allowed.

He stayed in the United States until Philadelphia scoffed him on January 31.
