A huge bill was promoted to a series of policy goals by President Donald Trump amid a key hurdle on Thursday, bringing Republicans closer to the goal of passing a bill sometime in May.
Legislation passed through the House Budget Committee with a party of 21 to 16 votes, and is expected to be floor voted by the entire chamber of commerce later this month.
Despite the 11th hour negotiations, the bill was finally passed even as the committee met to discuss the text Thursday morning.
The 45-page resolution directs various House committees to find at least $1.5 trillion in spending cuts, of which $300 billion in new spending is allocated to borders, defense and judiciary.

It also directed $4 trillion to increase debt limits, including $4.5 trillion, to expand Trump’s 2017 Tax Cuts and Jobs Act (TCJA) and other tax provisions the president has pushed for over the next decade .
House and Senate Republicans aim to leverage the budget reconciliation process to pass a broad Trump policy goal, from border security to eliminating taxes on lean and overtime wages.
By lowering the threshold passed by the Senate from two-thirds to a simple majority, it would allow Republicans to use their razors – a pure majority to get laws signed with zero-democracy support, provided that these measures are related to the budget , and other financial issues.
The Conservative Spending Eagles demanded on the House Budget Committee that Republicans will seek to cut spending as deeply as possible during the settlement, especially to offset new spending on Trump’s tax priorities.

If Republicans fail to cut at least $2 trillion in spending elsewhere, the proposal would call for a $45 trillion reduction in tax allocation.
Instead, if spending cuts exceed $2 trillion, it will increase the amount of funds targeting tax cuts.

The House made a proposal after being forced to vote last week with a committee in the face of divergence from the baseline of cutting spending.
Meanwhile, Senate Republicans have proposed their own plans to pass a narrower bill Wednesday night that includes new funding for the border and the Defense Department, but will cut taxes for Trump’s second package.

But while the House bill passed a major test Thursday, it was only the first step in a long process.

Through a budget solution, then send instructions to other committees to seek cuts and policy changes in their respective jurisdictions before adding these proposals to a major bill.
The House and the Senate also have to agree on a compromise between its two versions and send it to Trump’s desk through the same legislation.
Republicans have three seats in the Senate and one seat in the House, meaning they can afford the precious few-dispute people who can pass the final bill.
