Pennsylvania Governor Says Trump Administration Has Billions of Dollars in Grants and Loans
Harrisburg, Pa. (AP) – President Donald Trump’s administration has released billions of dollars in federal aid, Pennsylvania Gov. Josh Shapiro said Monday Illegal and illegally violate the Constitution.
Shapiro said in a press conference that his administration has determined that more than $2 billion was borne by a freeze or unspecified review and that unspecified review can now be used.
Shapiro filed a lawsuit against aid in a federal court on February 13 after repeatedly rejecting the Trump administration’s sharp pause on federal funds and questioning whether the Trump administration ignored court orders.

Shapiro also said he had a conversation with senior Trump administration officials in Washington, D.C. over the weekend. The U.S. Attorney’s Office, which represents the federal agency designated in the lawsuit, did not comment immediately Monday.
However, in the federal court in Rhode Island, Trump administration lawyers argued that the government’s move to freeze funds was legal and asked a judge to reject the demand for a preliminary injunction in nearly twenty-two democracies.
Administrative attorneys see the freeze as a “pause” to consider how best to use federal funds. They argued that the case has been controversial since the Office of Management and Budget dropped the memorandum in late January.
Congress passed a signed law signed by former President Joe Biden, which passed most of the funding determined by the Shapiro administration, including his landmark climate law for 2022, the Inflation Reduction Act and his Infrastructure Act 2021.
The lawsuit has said that assistance is being detained from programs that will allocate funds to improve the energy efficiency of the home, plug abandoned gas wells, clean up abandoned mines, improve municipal water and sewer systems, and reimburse the industry to reduce its planet Greenhouse gas emissions from heating.
Five federal agencies were appointed as defendants: the White House Office of Management and Budget, the Environmental Protection Agency, and the Department of Interior and Transportation.
No one commented on the lawsuit except the Department of Energy said. However, the department did not say whether funds had been issued to indicate that the Shapiro government accused it of insisting.
