Columbia County developer changes plans for 871-block block

Columbia County has approved the latest revision for 871 small mixed housing communities.

The owner and applicant, Tillery Park Development LLC, is requesting four changes to the layout of its current single-family homes and single-family townhomes on either side of Baker Place Road between Interstate 20 and Wrightsboro Road. The homes will have a Grovetown address.

Two of the requirements are to reduce environmental impacts on streams that flow through the property.

In order to add sidewalks or trails needed for the subdivision, the developer is requesting the removal of a section of grassy median on Canterbury Farms Avenue that would connect the Canterbury Farms subdivision to Tillery Park. The request would widen the road by 2 feet.

Additionally, the developer requested a change in the road alignment. Initially it will cross a creek, but modifications will loop around the road north of the creek to retain needed connections to other nearby areas.

In order to meet the zoning requirement that at least 50 percent of the homes have garages, the developer requested that garages be allowed on multiple lots.

The fourth request involves a proposed 121 single-family townhomes, each consisting of two to six units. Past plans showed all 121 houses facing public streets. The developer is requesting on-street parking for some homes.

County planners were initially skeptical of the practicality of the parking amendment, especially the possible “lack of vehicle access to the property during moves, deliveries, etc.,” according to a county plan amendment summary.

The Columbia County Commission approved the requests at its Dec. 3 meeting.
