EU plans to make e -commerce platforms such as TEMU, Shein and Amazon Market, which is responsible for the danger or illegal products sold online to suppress flood imported from China.
According to the draft proposal of the Financial Times, the customs reform will force the online platform to provide data before the EU commodity arrives, so that officials can better control and check the package. The proposal is due to the danger of directly transporting to European customers from Asia and the rise in forged goods.
At present, any individual who purchases goods online in the European Union is regarded as importers who are derived from customs purposes. However, if the reform is adopted, the responsibility will be transferred to the platform.
“Unsafe, fake or soaring products with other unqualified products can lead to serious safety and health risks of consumers, have an unsustainable impact on the environment, and provide unfair competition for legal enterprises. The competitiveness had a significant impact on the proposal.
The EU imported 4.6 billion low -value parcels in 2024, which increased four times in 2022. More than 90 % come from China. According to the draft, the huge number of these items brought “unsustainable pressure” to the authorities.
According to the reform, online retailers must “collect relevant responsibilities and VAT” and “ensure the observance of goods with other EU.” The proposal also abolished the current exemption of goods worth less than 150 euros, making it constrained by customs inspection.
According to the draft, the customs data from 27 national authorities will be collected and a new Central EU Customs Bureau (EUCA) will be established. The document is still discussed internally and may be changed before the release of February 5.
The document says: “EUCA will be able to screen the goods based on this information and determine the potential risks, and even loaded the goods to the European Union before loading the cargo for transportation or physics.”
“This will enable the customs authorities to fully overview the supply chain, expected to control imports and exports, and provide control suggestions to member states.”
According to the fake costs, the annual sales of the clothing industry are close to 12 billion euros (5 % of the income), the 300 million euros of the cosmetics industry (5 % of the sales) and the toy industry of 100 million euros (almost accounting for sales of sales (almost accounting for sales 9 %). proposal.
The document supplements that the group’s new waste rules will also force sellers to contribute to the disposal cost of unnecessary products including clothes.
The European Union will also consider the processing fee of each package.
Under separate rules, the committee has been investigating Shein and Amazon on the market behavior of large online platforms, and has begun lawsuits against Aliexpress and TEMU.
Unless it is interested in selling illegal or dangerous products, the online market’s responsibility for the goods sold on other suppliers on their websites is exempted from responsibility, or it fails to quickly delete it when detecting it.
Temu and Shein have previously told FT that they abide by the EU rules. TEMU said it supports policy changes that benefit consumers.
Amazon said it took positive measures to prevent unsafe or unsatisfactory products on its website.
